The scope of these early efforts by the apartheid administration remained minimal, however, and by 1990 an estimated 74,000-120,000 South Africans were living with HIV. It consisted of a small group of officials who were made responsible for addressing the emerging pandemic. In 1988, a structure called the AIDS Unit and National Advisory Group was erected within the Department of Health to promote awareness about HIV/AIDS. Later that year, the first black South African was diagnosed with AIDS. The quarantine could be extended indefinitely if a case was confirmed. These regulations called for a mandatory 14-day quarantine for individuals suffering, or suspected of suffering from AIDS. In 1987, regulations were issued that added AIDS to the official South African list of communicable diseases.
